No they were. I take either a 10 or 11 in shoes depending, so went for 11. They fit fine, and have some stretch in them as well. My brother bought a pair the same size first and I tried his, and really pleased.

We had 2 pairs for our holiday to the Maldives - both came up as right size - choosing too big may be a mistake if swimming as they are likely to work loose in the water
