As for water resistance, you'll be fine on a wet pavement (there's no holes in the bottom) but rain and spray will go through the upper so to me these 3-season shoes. But then I guess if you've get cold feet it means you're not moving fast enough.
I have another pair already in the cupboard for when these start to wear and in a moment of vanity got another colour too for casual wear, not that we actually had many relaxing evenings in a pub/family restaurant this year.
